Will Windows 7 ever include a built-in PDF reader like on the Mac -- if not, what is the best I can use. I do not wish to install large applications like Adobe Reader.

I am looking for a pdf viewer to display fillable PDF's on my website will it allow a user to come to the site, complete the form and submit without having adobe installed.
